I'm pretty sure it's very new - as in is on stands today in the UK. The DW blog I took it from usually tries to get every tv magazine on sale and scan them for who articles every Tuesday...so, yeah, new.

A naughty-stepper is a child-rearing thing that Supernanny endorses. When the child does something wrong you put them on their "naughty step" on the staircase or something and make them stay there for a certain period of time. (I think it's normally their age in minutes? But I'm not sure.) That way children learn about breaking the rules without like, corporal punishment. I found it kind of hilarious that she and her husband do that with each other!
